West Virginia Legislature Approves First Bill The first bill to pass the legislature in 2000 allows crane operators six more months to comply with a state certification law. The House of Delegates approved it Thursday, January 20, 2000. The Senate delayed its vote until Friday so all Senators could be in attendance. Governor Underwood signed legislation in 1998 requiring crane operators to pass a test or prove they have more than two thousand hours of experience. The deadline was January first. An industry official says unfamiliarity with the law, difficulty getting training materials and numerous test failures created administrative problems so law makers decided to extend the deadline.
